There is a saying that character development drives conflict. Make it your aim to observe people, learn about psychology, families and love. When JK Rowling first came up with her idea for a series, it started with a boy. Her idea grew and grew until it was a multi-million dollar franchise. Similarly, JRR Tolkien sat thinking to himself: in a hole there lived a hobbit. Once you have a character fixed firmly in mind you can then start to think of a plot.
